     Este “ our ugly war” cea mai importanta chestiune globala azi ?

         Cu inceputurile in luna mai 2019 , cea mai ampla actiune disruptiva sistemic aparuta amenintator in  luna iunie a fost razboiul gata sa izbucneasca intre SUA si Iran. Pericolul unui astfel de razboi nu a trecut defel, desi se pare ca avioanele americane erau déjà in aer pentru a aplica o ‘corectie’ Teheranului, dar pe scena globala au aparut alte evenimente nu mai putin importante si disruptive sistemic.
         Razboiul SUA-Iran a batut cu insistenta la usa in a doua decada a lunii iunie 2019. O data ce mai multe  nave petroliere din Golful Persic au fost avariate de actiuni nerevendicate de teroristi sau altcineva- iar Iranul a respins decis orice legatura cu ele- temperatura s-a ridicat brusc cand apararea iraniana a doborat o drona americana la 19 iunie . A fost cel mai grav incident al dosarului decand Washingtonul in lunile din urma a dislocate forte navale in Golful Persic , a declarat garzile revolutionare islamice ale Teheranului ca organizatie terorista, iar Iranul a aratat ca reia procesul de imbogatire al uraniului dincolo de prevederile acordului din 2015 ( parasit de SUA, dar mentinut de ceilalti semnatari ) . In cazul dronei,  Teheranul a sustinut ca aceasta  se afla deasupra teritoriului propriu, asadar a actionat legal, iar SUA a aratat ca aparatul fara pilot se afla in spatial aerian al  apelor internationale. In replica , la Washington presedintele Trump a luat decizia de a raspunde militar prin lovirea unor tinte alese cu grija in Iran, dar in ultimul moment a anulat operatiunea . Cum a scris a doua zi ziarul ‘ The New York Times’ , “President Trump approved military strikes against Iran in retaliation for downing an American surveillance drone, but pulled back from launching them on Thursday night after a day of escalating tensions. As late as 7 p.m., military and diplomatic officials were expecting a strike, after intense discussions and debate at the White House among the president’s top national security officials and congressional leaders, according to multiple senior administration officials involved in or briefed on the deliberations. Officials said the president had initially approved attacks on a handful of Iranian targets, like radar and missile batteries.”[1] Cand vom detalia episodul vom incerca o explicatie privind motivatia reala a presedintelui SUA de sistare a actiunii militare de raspuns.
Dar, venind din trecutul apropiat , luna iunie a cunoscut ‘varfuri’ ale  razboiului  tarifar intre  SUA si China- cei doi giganti ai epocii actuale – un dosar esential , care trebuie tinut sub atentie permanent ca stadiu de evolutie, pentru ca asa cum au fost analizate lucrurile in sistem la nivelul marilor puteri pentru urmatoarele decade, lumea va evoluta in functie de temperatura relatiilor dintre Beijing si Washington. Asadar, o temperatura care va determina “ motoarele” sistemice  in ce priveste calibrul , viteza si sensul miscarii- catre cresterea economica globala sau dimpotriva- si deopotriva va reaseza geopolitic harta lumii. Ar fi – in aceasta foaie de temperatura China- SUA - varianta secolul XXI a fenomenului ssstemic stravechi numit “ Tucidide trap”  intrat in preocuparile cancelariilor mari ale lumii o data cu cercetarea si cartea lui Graham Allison ( 2016 ) consacrata acestei cercetari istorice intinse pe 2500 de ani. Nu un razboi hegemonic gen primul si secundul razboi mondial,  ci o harta de relatie intre hegemon si contestatar care sa determine asezarile globale in functie de cine va prevala intr-un anume moment sau altul si cand schimbarea prevalentei  va corija asperitatile/ exagerarile precedentei perioade fara a se mai recurge la devastatorul razboi hegemonic pentru reformatarea sistemica. Intalnirea Trump-Xi la Osaka avea sa fie determinant pentru evitarea inflamarii in continuare a acestui dosar essential.
 Poate legat de varietatea si gravitatea problemelor pe ordinea de zi, in pregatirea reuniunii G-20 de la Osaka – Japonia, diplomatiile diferitelor mari puteri s-au pozitionat pentru a marca puncte cu acest prilej. Negociatorii acordului de liber schimb UE- Mercosur au fost mobilizati in propriile birouri, iar la ‘ varf’ , potrivit unui twitter al lui Carl Bildt, se profileaza o miscare asteptata in domeniul acordurilor privind armamentele strategice  intre SUA si Rusia , probabil si China :

Asadar, se poate prelimina  o amortizare a temerii ca iesirea SUA din  INF – 1987 va consemna o ascendenta intrare a Rusiei si SUA intr-un nou Razboi Rece- iar  Europa sa fie din nou  un  premiu disputant intre cei “ doi mari”- , dupa cum , pe aceiasi linie de interpretare , se intrevede o discutare si prelungire a Start-3 , din 2010, cu prezumtia cu China va putea fi astfel adaugata. Sa ne indreptam oare catre un multilateralism de putere sistemica, pe care SUA l-au refuzat pana acum vehement, inm timp ce Rusia si China il inscriu in documentele lor de securitate ca tinta inca din anii ’90 ai secolului trecut, cand SUA aprecia a fi “ natiunea indispensabila” ? Sa fie aceasta o alta tehnologie, specifica secolului XXI pentru a evita razboiul intre marile puteri, deci o alota solutie la eterna  “ capcana a lui Tucidide” ?
Nu pentru a incheia evenimentele de rezonanta internationala, dar pentru a referi doar la cele mai importante, trebuie amintita si pierderea de catre partidul presedintelui Turciei, T. Erdogan, a alegerilor de primar al marelui oras Istanbul, unde acesta si-a inceput cariera politica. Pierdute in martie in fata opozitiei democratice,  repetate la cererea lui Erdogan, noile alegeri  au dat castig si mai  masiv celui dintai castigator, anuntand evolutii ded urmarit in aceasta tara pivot intre trei continente, care a mostenit viziunea geopolitica sistemica  a Imperiului Roman si Bizantin. 
Dar tot in aceasta luna are loc  un interviu sensational, luat de Lionel Barber de la ‘ Financial Times’  lui Vladimir Putin la 27 iunie in care liderul de la Kremlin declara un razboi ideologic Uniunii Europene. Vom vedea care sunt valorile liberale pe care Putin le vede depasite si ce propune in loc, doar ca aceasta discutie ideologica are un substrat geopolitic masiv. Vrea oare Rusia  sa se reintoarca in Europa de Est ca un Mesia al iliberalismului ? O indrituiesc la acest pas relatiile nestiute din ‘liga intai “ a sistemului, dotarea sa nucleara si recrudescenta unui tip de nou panslavism imbracat intr-un puseu religios crestin, ecumenic si razvratitor la pericolul disparitiei in fata avalansei liberale ?
         Iar in Anglia , demisia lui  premierului T. May a deschis drumul – conform sistemului britanic , altminteri curios pentru spiritul continental de a continua guvernarea in cauza prin selectionarea unui nou lider in cadrul partidului guvernant si doat atat- unei dezbateri intense despre Brexit, cantonata din fericire nu doar la Partdiul Conservastor ( desi doar el va decide ). A reiesit din aceasta dezbatere, care a opus pe nelinistitul , dar ambitiosul Boris Johnson unui sir intreg de contracandiati – ca Partidul Tory  este gata sa dispara sau sa sacrifice integritatea teriotoriala a Marii Britanii- numai pentru a atinge un Brexit fara deal. Ar fi vorba oare de o cadere catastrofala a clasei politice britanice, de o revolta ampla a spirituluui independentist britanic fata de continentul dominator  sau altceva ?
         Alegerile de la sfarsitul lunii mai 2019  pentru Parlamentul UE au deschis lupta pentru definirea strategiei de sapte ani a organizatiei , mai intai prin selectionarea celor ‘trei mari’- seful Comisiei Europene , seful Consiliului European si seful BCE ( ar fi nimerit a adauga si pe al patrulea ”mare” , anume Inaltul Reprezentant pentru Politica Externa ) . Cine va invinge aici nu este inca lamurit acum cand scriem aceste randuri , dar semne ale faptului ca Europa nu mai accepta primatul german sunt suficiente pentru a risca afirmatia ca suntem departe de instituirea “ celui de la patrulea Reich” asa cum unii dintre Brexiterii cei mai fanatici se tem.
         Pe de alta parte, dincolo de aceste dosare ‘grele’ ale lunii iunie se ratacesc si cateva minore – la prima vedere- dar cu incarcatura exploziva pentru viitor. Amintim aici cele petrecute in Moldova post- sovietica, unde Rusia  a fost de acord ca propria partida politica ( socialistii )  sa faca un guvern cu cea pro-europeana , ceea ce poate anunta o altfel de politica europeana in fostul spatiu al defunctei URSS; iar tot in acest spatiu cele consumate in Georgia pe marginea infruntarii intre valorile liberale ale drepturilor omului si cele traditionale, profund atasate de valorile familiei si primatului naturii.
 
         Pentru ca randurile de mai sus trimit direct la cele spuse de Vladimir Putin in interviul mentionat sa consemnam reactia practice imediata  in Europa, in general in spatial cultural occidental  a spuselor acestuia:

Acestea au fost intre primele reactii culese de pe conturile  de twitter ( inclusiv al ziarului care a publicat interviul) , dar evident ca ele vor continua pentru ca ideile prezentate de Putin incita la  dezbatere. Nu poate fi lasata utilizarii geopolitice de catre V. Putin o chestiune atat de importanta precum paradigma de evolutie a Occidentului azi ( lasam deoparte chestiunea daca Rusia apartine Occidentului,  indrituita fiind cel putin cultural in acest spatiu , ceea ce noi credem, deloc in privinta geopoliticii promovate  ) . Este ca si cum am lasa Rusiei sansa de a se situa in  fruntea unei veritabile cruciade impotriva liberalismului, practice tintind demolarea  unei intregi evolutii post-moderne a civilizatiei occidentale. Pentru ca Putin, in  esenta , a dezavuat liberalismul pe care l-a numit “ obsolete” , este adevarat ca fara insa a nega caracterul pozitiv al unora dintre ideile liberale . Iata cateva extrase din interviul lui V. Putin legate de problematica liberalismului si situatiei acestuia in lumea de azi:

L. Barber:  This is very important, what you say, the end of the liberal idea. What else would you say? Definitely uncontrolled emigration, open borders, certain diversification as the organizing principle of society. What else, in your opinion, is finished in the part concerning the liberal idea? And if you can add, is there a religion, should it play an important role in national culture and cohesion?
V.Putin:  It should play the role that has developed today. Her [religion] cannot be pushed out of this cultural space. You can not abuse anything.
We are Orthodox people in Russia, and there have always been problems between Orthodoxy and the Catholic world. But that's exactly why I’ll talk about Catholics. Well, is there a problem there? There is. But you can not push them out and with the help of these problems trying to destroy the Roman Catholic Church itself - that’s what you can’t do.
And it seems to me sometimes that certain elements, certain problems in the Catholic Church begin to be used by these liberal circles as an instrument for the destruction of the church itself. That is what I consider wrong and dangerous.
Well, well, have we forgotten that we all live in a world that is based on biblical values? Even atheists, but we all live in this world. Some of the topics that you mentioned, they resonate with Mr. Trump and other groups in Europe who came to power. Do you think that, given the time of the liberal idea, does the allies of this deliberalization appear in Europe?

Therefore, I am not in favor of shutting everything up, tying, closing, dissolving, arresting and disperse everyone. Of course not. The liberal idea cannot be destroyed either, it has the right to exist, and even it is necessary to support something. But do not assume that she has the right to absolute domination, that's what it is about.

         Practic, presedintele Rusiei a raspuns pe larg unei chestiuni de extrema actualitate. Anume , aceea a reactiei adecvate la curentele migratorii tot mai pronuntate, care ameninta coeziunea societatilor vizate de migranti. In acelasi timp, si in stransa legatura cu aceasta chestiune, el a referit la ideologia liberala- practice neoliberala- denuntand ceea ce el numeste “ inadecvarea” acesteia , militand pentru pastrarea valorilor traditionale si accentuand rolul religiei in  conservarea acestora. Ziaristul britanic, istoric ca formative, dar atent observator al vietii politice internationale, nu a avut altceva de adaugat, ascultand conceptia lui V. Putin privind liberalismul, decat ca opiniile sale sunt similare celor ale presedintelui Trump.  Iar , la urma urmei, ce este nociv sau surprinzator , in aceasta asemuire de conceptie ?
         O observatie facuta in treacat asupra remarcii ziaristului britanic. El nu este cel dintai care constata o similitudine conceptuala – in domeniul liberalismului- intre presedintii american si rus. Iata ce scria analistul conservator american Patrick Buchanan inca din aprilie 2014 ( la o luna de la anexarea Crimeei ): “Putin is entering a claim that Moscow is the Godly City of today and command post of the counter-reformation against the new paganism.Putin is plugging into some of the modern world’s most powerful currents. Not only in his defiance of what much of the world sees as America’s arrogant drive for global hegemony. Not only in his tribal defense of lost Russians left behind when the USSR disintegrated. He is also tapping into the worldwide revulsion of and resistance to the sewage of a hedonistic secular and social revolution coming out of the West. In the culture war for the future of mankind, Putin is planting Russia’s flag firmly on the side of traditional Christianity. His recent speeches carry echoes of John Paul II whose Evangelium Vitae in 1995 excoriated the West for its embrace of a “culture of death.”What did Pope John Paul mean by moral crimes?
The West’s capitulation to a sexual revolution of easy divorce, rampant promiscuity, pornography, homosexuality, feminism, abortion, same-sex marriage, euthanasia, assisted suicide — the displacement of Christian values by Hollywood values.”[4]  Or , se stie ca Patrick Buchanan este socotit unul dintre ideologii administratiei  Trump.
         Ca aceasta infruntare traditionalism- neoliberalism ( sau cum evalueaza Buchanan : ‘new paganism’) este la ordinea zilei o vadesc evenimentele consummate in aceasta luna iunie la Tbilisi , capitala Georgiei caucaziene.  La 21 iunie, pe twitter-ul propriu, presedintele Georgiei  a postat urmatoarele:

Cele mai sus mentionate de presedinta Georgiei erau legate de controversa izbucnita in societatea georgiana in legatura cu programata “ parada gay” si evenimentele conexe prevazute pentru data de 22 iunie in capitala tarii , Tbilisi. In aceeasi zi, seful bisericii ortodoxe georgiene a solicitat amanarea acestor actiuni dat fiind situatia din tara. Referinta era la faptul ca un om de afaceri georgian , legat de biserica si cu legaturi cu Rusia ( cu ideologul A. Dugin indeosebi ), a lansat o miscare anti-gay si a trecut la organizarea unei militii voluntare anti-LGTB.[5] Lucrurile s-au complicat , ajungandu-se la o veritabila criza interna , in care s-a cerut demisia guvernului, o data ce la tribuna Parlamentului georgian a fost prezent in acele zile un parlamentar rus , care a tinut o cuvantare in limba rusa referind la problema religioasa si valorile traditionale legate de ea.  Episodul inca neelucidat deplin- intre Tbilisi si Moscova au fost schimbate acuzatii reciproce- evidentiaza potentialul destabilizator al problematicii valorilor liberale versus cele  traditional-religioase. Deopotriva, nu se poate defel nega ca acest potential destabilizator poate fi utilizat de Rusia, mai ales in spatiul ex-sovietic- ,dar nu numai,  pentru a promova propriile interese geopolitice.
Dar nu putem sa nu facem o paralela cu referendumul privind familia azi, desfasurat in Romania in 2018  in conditii care ar trebui elucidate, pentru ca un astfel de exercitiu electoral , care a pecetluit reformatarea  la ‘varf’ a unui partid  politic care va fi revelatia electoratului cateva luni mai tarziu, la alegerile parlamentare  europene ( USR ) a fost parte a acestui “ our ugly war”. Fondatorul acestui partid a preferat sa-l paraseasca la alternativa pozitionarii acestuia pe votul de respingere a referendumului.  Romania s-a situat atunci in avanscena procesului de asumare a unei decizii in acest razboi, tintind poate un rol international de anvergura,  dar incercarea a fost risipita  intr-un tumult de manipulare si de diminuare valorica a tentativei , pe care abia mai tarziu vizita istorica a Papei Francisc  in Romania avea s-o lamureasca convingator pentru cine vrea sa priveasca lucid lucrurile si evolutiile in Europa si, mai ales, in aceasta parte estica a ei unde se afla si Romania si Georgia.
